On the afternoon of January 10, Xiamen Torch Development Zone for High Technology Industries (hereinafter referred to as “XMTORCH”) held its annual working meeting of 2020. Huang Xiaozhou, vice mayor of Xiamen, secretary of the Party Working Committee and director of the Management Committee of XMTORCH, summed up the work in 2019 and made arrangements for the work in 2020.

　　The meeting was attended by members of other leading groups of XMTORCH, resident units, Navy, Information Group, Torch Group and all personnel of the Management Committee, public institutions affiliated to the committee, enterprises affiliated to the committee, and representatives of XMTORCH entrepreneurs.

　　In 2019, XMTORCH firmly promoted the education on the theme of “Remain true to our original aspiration and keep our mission firmly in mind”, and strove to boost the original aspiration and mission of XMTORCH personnel to handle affairs and start up business. Under the strong leadership of the municipal party committee and the municipal government and centering on the central task of “attracting investment and promoting development”, XMTORCH focused on “promoting big investments and attracting big businesses” to cultivate high-tech, high-growth, and high value-added enterprises and the new economy, and constantly drove the high-quality development and catching-up strategy of the industry. Remarkable achievements have been made in the work of the zone, with various economic indicators continuing to remain in the forefront of Xiamen: the total industrial output value above designated scale throughout the year reached 291.8 billion yuan and the industrial added value grew by 11.5%, about 3 percentage higher than that of the whole city, ranking first in Xiamen. The investment in fixed assets increased by 10%, about 1.5 percentage higher than that of the whole city. The actual utilization of foreign capital was 2.57 billion yuan, ranking first in the city. The utilization of domestic capital in contracts was 19.6 billion yuan, an increase of 102% year on year, which exceeded the annual task. The revenue of the software and information service industry is expected to reach 118.2 billion yuan, up 18.1%, 3 percentage higher than that of the city.

　　The comprehensive strength of XMTORCH has reached a new level, and it has been awarded the “National Intellectual Property Demonstration Park”, “the Fourth Batch of National Green Parks” and “Top Ten Demonstration Bases for the Integration of National Culture and Science and Technology”. Xiamen Software Park was rated as one of the four “five-star” parks in the field of software and information services by the Ministry of Industry and Information Technology, making it the first 5G industrial park in Fujian Province. The competitiveness of Xiamen Overseas Students Entrepreneurship Park ranks among the top three in China.

　　The industry scale and quality have been improved rapidly. There were 2,107 new enterprises entering XMTORCH, up 33.7% year on year. Among them, there were 37 enterprises with registered capital of more than 100 million yuan, up 37% year on year. Three 10-billion projects of CALB, Tianma 6-Gen AMOLED and Inspur, 16 projects with billion investment, and more than 50 projects with 100 million investment were implemented. There were 176 projects of capital increase and production expansion of high-tech, high-growth, and high value-added enterprises carried out in the whole year, with a total planned investment of 95.58 billion yuan on record, and 21.2 billion yuan completed in 2019, a year-on-year increase of 23% and 30.3% in project number and completed investment, respectively.  Three enterprises were shortlisted for the top 100 software companies in China, accounting for half of Fujian Province. Five enterprises were among the top 100 Internet companies in China, ranking fifth in the country. There were 18 backbone enterprises engaged in the research and development of artificial intelligence technology and over 200 enterprises using artificial intelligence technology.

　　The innovation and entrepreneurship ecology has been continuously improved. XMTORCH’s work of enterprise cultivation and characteristic incubation towards Taiwan are affirmed by the National Development and Reform Commission. A net increase of 140 state-level high-tech enterprises is expected, accounting for about 46.7% of Xiamen. There were 2 new state-level enterprise technology centers, and the establishment of three academician expert workstations was supported. 29 “torch gazelle enterprises”, 2 “torch innovation research institutes”, 3 “torch public technical service platforms” and 3 “torch overseas R&D centers” were identified for the first time. Various public technical service platforms served a total of more than 2,000 enterprises, with the total service amount increasing by 45.2% year on year. The authorization quota of new senior management innovation vouchers throughout the year grew by 100% year on year, serving more than 700 enterprises. There were 317 new high-level innovation and entrepreneurship talents, including two of the national “Ten Thousands Talent Program”. The “Torch Top Ten Service Organizations” were selected for the first time, and the “Torch Mass Innovation Home” was established. One enterprise won the first prize and one enterprise won the second prize in the National Science and Technology Progress Award. There were 8 new provincial mass innovation spaces, accounting for 47.05% of Xiamen.

　　The construction and development of the zone has been accelerated. The Software Park Phase 3, Tongxiang Industrial Base and Meifeng District of the modern service base in Xiamen east coastal area was promoted rapidly. 14 plots of industrial land were listed for sale, with an area of over 1,200 mu, up 139% year on year, ranking first in Xiamen. XMTORCH explored the innovative mechanisms for the inefficient land utilization, purchase and storage on a trial basis, gained the authority of purchase and storage of stock land and real estate in the zone, and recovered and revitalized 300 mu of idle land. It took the lead in the pilot of third-party management over environmental pollution in the industrial park in Xiamen. There were 1,248 apartments newly added in Jiafu Talent Apartment.

　　The business environment has been more optimized. With the implementation of “parallel” audit, the time of fulfilling the policy was shortened by more than half. XMTORCH took the lead in launching six policy terms on “declaration exemption for enterprise” in Xiamen, benefiting 229 enterprises. The approval time limit for entering the zone was shortened from 5 working days to 1 working day. The fourth national economic census was completed in an all-round way, with residence registration reaching 100%. More than 2,500 enterprises were visited for research, a year-on-year increase of over 20%. More than 1,500 difficulties and problems of various enterprises were solved in coordination. No major accidents or above occurred throughout the year, and the responsibility system for safe production was put in place. The units settled in the zone took the initiative to provide high-quality and efficient services for enterprises.

　　The work of party building has been continuously consolidated. XMTORCH conscientiously carried out education on the theme of “Remain true to our original aspiration and keep our mission firmly in mind”, with the completion rate of the theme education special renovation reaching 95.3%. The special inspection of the municipal party committee on business environment construction, the routine inspection of the municipal party committee, and the cross-inspection of the free trade zone party working committee on XMTORCH’s implementation of its main responsibility in 2018 were well completed. The ideological work was effectively implemented. The cadre management training mechanism was further improved, and the business training model of “expert forum + special training course” was built. XMTORCH fully implemented various tasks of poverty alleviation work in Guanghe County, Linxia Prefecture, Gansu Province, and was awarded the title of advanced collective in poverty alleviation and support in Gansu Province.

　　At the meeting, Huang Xiaozhou, vice mayor of Xiamen, secretary of the Party Working Committee and director of the Management Committee of XMTORCH, made arrangements for the work in 2020. He stressed that XMTORCH should adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the requirements of the municipal party committee and the municipal government for XMTORCH, and strive for making progress and becoming advanced entity. XMTORCH should unswervingly strengthen incremental businesses and inventory optimization, and comprehensively enhance the energy level and effectiveness of investment promotion. XMTORCH should also strive to create the “five first-class”, and make efforts to build the zone into a “new model” for accelerating the high-quality development of Xiamen, courageously serving as the “vanguard” of the construction of a high-caliber beautiful modern international city. XMTORCH should strive for the growth rate of industrial added value and investment in fixed assets about 2 percentage higher than that of Xiamen, maintaining more than 10%, the revenue of software and information services industry increasing by more than 20% year on year, and the utilization of foreign capital remaining in the forefront of Xiamen.

　　Cultivating a first-class industrial cluster. XMTORCH will comprehensively improve the investment promotion level, speed up the construction and commissioning of the three 10-billion projects, plan to drive new 10-billion projects, and strive to introduce more than 10 high-energy projects. XMTORCH will fully implement the doubling plan of high-tech, high-growth and high value-added enterprises, make efforts to achieve net increase of state-level high-tech projects of over 130, with a total of more than 1,000, and focus on pushing 8 enterprises to apply for IPO.

　　Building a first-class innovation ecology. XMTORCH will comprehensively enhance the technological innovation capability of enterprises and strengthen the supply of technological innovation. XMTORCH will also build strong IP advantages, strengthen the supply of talents, deepen cooperation with Taiwan, and raise the internationalization level in an all-round way.

　　Creating a first-class business environment. XMTORCH will improve and upgrade government affairs service, accurately carry out zone service, actively expand various services, implement the “issue list” and “demand list”, and timely coordinate to solve development problems of enterprises.

　　Building a first-class zone with integrated development of living and industrial facilities. XMTORCH will accelerate the carrier construction of the zone, vigorously boost projects with 100 billion investment, perfect the functional supporting facilities of the zone, enhance the management and service capacity of the zone, and promote the construction of smart park facilities. XMTORCH will also drive the safe production and comprehensive governance to ensure the stable development of the zone.

　　Boosting the first-class political construction. XMTORCH will turn the party’s leadership into governance efficiency, to drive the implementation of the main responsibility through inspection, rectification and reform. XMTORCH will take measures simultaneously to improve the ability and quality of cadres, highlight the actual achievements of cadres, and strive to make accurate examinations, thus earnestly and exactly identifying and using cadres with excellent political quality, ability and work style.
